UNIFORM POLICY MANUAL Connecticut Department of Social Services a/k/a "the UPM"

FIRST:  Because of the "pending" statuts of changes made after the Deficit Reduction Act, any computerized compilation of the Uniform Policy Manual is likely to be somewhat deficient.  The version on the Connecticut Bar Association program "Casemaker" DOES (3/2009) now include the proposed changes that are included in release UP 07-02 (pdf) eff 4/1/07, but does NOT include the revisions included in the DSS response to criticisms to UP 07-02 issued 2/09 (PDF).

SECOND;  Your best  bet is to order a PAPER copy of the UPM, and to get on the mailing list for paper updates in PDF.  When you get updates in paper, the "procedure pages" that provide instruction to caseworkers are conveniently printed on buff or gold paper, so you can tell which pages are which. To obtain the UPM, send $100 payable to "Department of Social Service" to:

You can also order a copy on CD ROM, but if you were getting paper and then ask for a CD ROM your paper updates may stop unless you specifically request they continue.

You can also write to Hilda Ramos at DSS and ask to be added to the mailing list for UPM updates.  These then arrive as PDF attachments to emails.

In general: changes to the UPM are issued under cover of Departmental "transmittals" which provide instruction as to which pages are deleted, replaced, etc., and sometimes provide useful information. Old sections that haven't been updated in a long time may reference the "Department of Income Maintenance," the regularly predecessor to the Department of Social Services.
